Katherine Elaine "Kath" Soucie (born February 20, 1967) is an American voice actress, best known for voicing Phil and Lil in Rugrats, Kanga in the Winnie the Pooh Media, Ray Ray in The Life and Times of Juniper Lee, and Fifi La Fume and Li'l Sneezer in Tiny Toon Adventures and Tillie in the 1991 film The Little Engine That Could.
She currently voices Nibbles in the Tom and Jerry franchise.
